What is a monitor?

Some states (not all) require exams to be monitored by a disinterested third party. In these cases,it is the responsibility of the advisor to have a completed Monitor Affidavit sent back to Quest CE in order to certify the Monitor observed the advisor complete the exam without any outside assistance.
